However, in mid-April 2021, Hai Phong and Mbolimbo reached an agreement whereby Mr. Van Tran Hoan’s team now accepts payment for Mpande 14,250 USD and the two sides sign a non-compliant agreement.
However, on May 7, FIFA issued a ruling forcing Hai Phong to pay Mpande $ 56,500. Hai Phong Club then sent a written agreement between the club and Mpande to FIFA and the Vietnam Football Federation (VFF). On October 1, VFF issued a document signed by President Le Hoai Anh requesting to provide documents proving the fulfillment of obligations towards Joseph Mpande under FIFA’s decision to complete the license application.

Receiving this document, Hai Phong Sports Joint Stock Company reacted harshly, saying that…this was the fault of VFF TTK. Specifically, Hai Phong said that 5 months after the team submitted an agreement with Mpande, neither FIFA nor VFF had any comments. Mpande also did not file further lawsuits and returned home, no longer in Vietnam.
Van Tran Hoan’s team reasoned that in the event that the club’s documents did not guarantee the legitimacy of the FIFA ruling, TTK Le Hoai Anh must respond and guide the club to complete the dossier. Hai Phong Club said it was “incomprehensible” with the way VFF worked and asked whether the VFF TTK intentionally caused difficulties for the team?

The rules are not new, why the club won’t understand?
Explaining this, TTK Le Hoai Anh said that the dispute between Mpande and Hai Phong football club was under FIFA’s jurisdiction due to foreign factors. The parties are obliged to document, explain and comply with the judgment of FIFA. As a FIFA member organization, VFF is obliged to ask its members to comply with the ruling.
According to Mr. Le Hoai Anh, when reaching an agreement with Mpdande on April 14, 2021, Hai Phong football club did not report to FIFA immediately. It was not until May 12, that is, after FIFA issued a ruling on May 7, Hai Phong football club submitted an agreement with Mpande.
“Fifa’s dispute settlement principle is that all documents, papers, evidence… must be submitted within the time limit requested by FIFA and before a ruling is issued. In case of disagreement with the decision of FIFA, the club has the right to carry out the complaint procedure “- TTK Le Hoai Anh said.
According to Mr. Le Hoai Anh, after sending a text to FIFA on May 12 but no response, Hai Phong football club did not take any action to ask FIFA to recognize the above document. FIFA’s judgment has been posted by AFC on the online licensing system under the “Overdue debt” section.
TTK Le Hoai Anh affirmed that the criteria for licensing professional football clubs cannot be ignored because it has been popular for a long time, this is not a new regulation. VFF also sent many reminders to the clubs many times.
